Penelope Wilton, OBE, (born as Penelope Alice Wilton on 3rd June, 1946; Scarborough, England) is the actress who plays Isobel Crawley on Downton Abbey. She is best recognized by American audiences playing Harriet Jones, introduced as a 'Back Bench' MP (Member of Parliament) who later becomes Prime Minister of England, in the BBC series Doctor Who.
Ms. Winton was elevated as a Officer of the Most Excellent Order of the British Empire ("OBE") in 2004 for her service to the Dramatic Arts.
